Pool Builders in Danville, Blackhawk and Diablo
In the Town of Danville, a pool permit needs three plan sets, a grading and drainage plan, a gas-line plan and engineer-stamped calcs, plus a geotechnical report on foothill sites. Blackhawk and Diablo are unincorporated, so the County issues permits there, and an HOA review sits on top.

Foothill lots and the 5:1 trigger
Many Danville homes sit on the foothills of the San Ramon Valley, and the Town requires a geotechnical report when a pool is on a slope steeper than 5:1, on un-engineered fill, in a landslide or earth-flow area, or in a natural drainage swale. These communities are unincorporated, so Contra Costa County issues the permit: in-ground pools at least 5 ft from side and rear property lines to the water's edge, stamped structural calcs, and a site plan showing utilities, easements and equipment (County handout). Grading permits may apply on sloped lots (County grading overview).
HOA review
Blackhawk homeowners submit an architectural review application; Diablo has its own property owners association. Expect questions about fences, equipment noise and screening, lighting and drainage. Build HOA time into the schedule before excavation is booked.
Trees
Danville protects listed native species and large trees; excavation near them can need a permit. Check the Town's tree requirements before setting the pool location.
